He matched start of the novel Galen Marek who only a few days/weeks later casually Force blasted hundreds of droids, created an artificial hurricane and groundquake with a continuous push and powered the hyperdrives engines of a ship that would have taken him hours to get around. He vastly outstrips Marr as a Force user and as a result, as a lightsaber combatant as well.

Rahm Kota wins, yeah. He's mastered Juyo, which according to Traya only the best in history can master, and this implies he's got a good degree of skill in other fighting styles as well, he's fought on for weeks without end in an arena, deflected Marek's force assault(even at that time, Galen was throwing around TIE-fighters like toys), and brought down the TIE fighter factory.
He doesn't have any flashy accolades or cool armour, but he's got Marr beaten feat-wise and by success-rate.
