Theoretically I would think not in Pure Sabers.

But in a world where Kenobi can blitz Maul, it would be silly to discount the plausibility of Sidious blitzing anyone save Yoda and Mace.

^ In pure Sabers, perhaps it takes Sidious 20-30seconds.

Via TK he could easily just do what he did to Maul and Savage combined.

That said, the strong possibility is also there of Sidious Saber blitzing him.
