TOR has:
Iokath, the Eternal fleet, the Foundry, Malgus' space station and stealth armada, the Dread Host, the Hex Droid factories, the Gree Enclave, Nox's fleet of devastator dreadnoughts, the Eternal Alliance, Marr's fleet of isotope-5 harrowers, numerous Rakatan super factories and technologies, etc.
That's not even getting started on the Republic, the Sith and the Hutts, nevermind the Mandalorians.

Which predates KOTFE. There were at least 10,000 ships in the Eternal Fleet per Vaylin. It's been established that the GE had 25,000 at its height. That's clearly not a fraction when there's one faction that already has at least almost half the number.

The Eternal Fleet had overwhelming numbers of relatively weak ships though. We've seen Hammerhead corvettes take them down with barely a scratch. Not to mention you're being coy by saying the GE had 25,000 ships at it's height, it had 25,000 Star Destroyers which would massacre most TOR era ships in a ship to ship engagement even if you account for the tech advantages.
