Can't really compare the 2. Marcus was a child of the Senior Partners and was pretty much one of the strongest guys in the Angle/Buffy continuity because the strongest guys in the continuity created him to be that way.
As for Viktor, he was arrogant and cocky, but couldn't really back it up. His victories are against a feeble old man he threw into a pillar, Raze, who he had in strength by several hundred years, and he was winning against a freshly changed and completely inexperienced Michael once his teleport speed vanished. Lucian, a young Lycan with almost no combat training aside from a few fights nearly killed Viktor.
But the point I'm making is that Angel is like so many other tv protagonists in shows like that. His feats are all over the place. He has some high ones, and some low ones. Averaging them out probably gets him a rough split, maybe .5 more or less.
