Hmm, does Batman have all of his gadgets from all of the games? Just from one of them? In either case, I'd say he'd win.
If it's just standard equipment (Cap with his shield, Batman with just his batarangs and batclaw), then it's much more even fight, though I'd probably give the physical edge to Cap due to his MCU feats.
Batman: Assault on Arkham (a.k.a. Suicide Squad the animated movie) had some pretty insane feats, and I believe counts as canon with the games continuity.
