The future? Or comics?

I think there's a "What If" Surfer called The Keeper. He has Quasar's Quantum Bands, and I guess he beat Galactus or somesuch. Might be an alternate reality too. Not sure.

Well, his power comes directly from Galactus, so unless Big G amps him some more, he'll stay at the same level he's at now (presumably).

His battle experience might improve, but that's it.

Its from Guardians of the Galaxy. Aron the Watcher trained him. The Keeper appeared to have Galactus defeated

he was suppose to lead galactus to uninhabited planets to feed, but eventually keeper got to cocky always telling galactus how he could beat him, then one day galactus laid the smack down on him.
