9.Fallen Lanters (The one which got beaten by Hal)

12.Green man (and others eg stel and)

14.Normals that don't appear often in comics

You'd have to make a distinction between Sentinel Alan Scott and GL Alan Scott. The former is probably above any of them but Ion. The latter is about in the right place.

Well, as far as I know, he's not really one of the most powerful lanterns - at least as far as utilizing oan energy goes.

On his own, he's a hoss, but as far as being a lantern goes?

I remember seeing Mogo make a giant green baseball glove once.

So they can justify his inclusion in all GL titles that DC puts out. Hal and Kyle have their own things going, and Alan's with the JSA. Soranik Natu doesn't exactly make the books fly off the shelves.

John is a slightly better Lantern than Guy. Guy might have more willpower but John's intelligence more than makes up the difference.

If Mogo is packing anywhere near the power of Oa and the Central Battery, thats quite a boost even for a Skyfather.

Sodom Yat is going to be up there with Mogo in power pretty soon, if not higher.
