Yes.......why? it runs along the same lines of JLA:Classified...meaning that it all happened at some point in his past or present, but not necessarily the immedaite present .

I'm pretty sure it's non-cannon. It's suppose to be a stand-alone comic, focusing on Punisher in a realistic world. That would be hard to do while keeping it cannon.
