ok, so imagine Wanda cast a spell that changed EVERY Marvel/DC hero/villain's disposition to the otherside. heroes became villains and villains heroes.
this would be a polarity change but, which characters would actually have the least noticable chage?
that is, which hero really has little to differentiate them from a villain and vice versa?
we're excluding cosmics/gods etc, because they function outside of the moral map of humanity.
also the living tribunal since he is an impartial judge, he ruled against eternity in the ig saga when his universe was at stake since he deemed it natural selection.
and batman.......slap yourself.

Punisher, Magneto and Batman seem good candidates.
Apocalypse is questionable as his objective is inherently immoral. Survival of the fittest is the antithesis of a moral code... so if he became a good guy, his objective would dramatically change, maybe he'd duck chairs instead of tables?
Magneto's different because he's out to protect mutants primarily, his homosuperior rhetoric is a reaction to the persecution mutants suffer... as a good guy, he'd probably remain a chauvanist but would no longer act to the extremes of those instincts, whilst protecting mutants and humans alike.
IM might be another candidate, in his bastardly drunk playboy guise. he'd essentially be a selfish, egotistical, tyrannical CEO who casually destroys "small fry" in his quest for dominance in his industry and general political power accumulation...
The polar opposite of Apocalypse and Magneto in terms of ideology is Xavier IMO and the opposite description you gave of Iron-man there actually sounds like the antithesis of Green Arrow's ideology. An extremely powerful and wealthy CEO who cared nothing for the little man would certainly make a cool new villain for GA to fight.
