could be betty also, loeb made sure to throw out that possibility also.
but for me, the top candidates for now are;
1)emil blonsky. the abomination that was killed could have been a clone since the last time we saw him, the hulk almost killed him and he was taken into government custody. he was being held in energy shackles with scientists surrounding him mentioning how much he healed from the experience.
2)glen talbot. he was supposedly killed in a lava bath and we all know what the red hulk generates when angry. red uses guns, is apparently army trained, hates hulk, and has gamma base clearance.
3)some cosmic powered individual/ reality warper. watchers show up for big events in the universe and a hulk rampage isn't all that important, after all uatu wasn't there for wwh, so maybe red hulk is someone more powerful then "he" appears.
