The best place to live in the MU is Staten Island (At least I think that's it's name, I'm not familiar with NY boroughs). There have only been two direct references to it. Once in the first appearance of the Vulture who came from Staten island and the other was in a Spider-man/Captain America team up where the Staten island ferry was blown up en route.

Serioulsy though I think you're probably right. I saw some scans saying that the PZ is like a place of constant torture.
