things that would have possibly harmed savage hulk were rendered minor conveniences for green scar, and his strength was elevated to the point where his "calm" level of physical power was comparable to average savage hulk strength. he was always pumped up even though he looked calm and collected, then "worldbreaker" mode is an extension of green scar
hercules getting battered by three blows from green scar? savage hulk while separated from banner fought hercules + namor (fresh out of water) iron man, wonder man, and a few other avengers, even though hulk was actually weakening instead of getting stronger, this was even pointed out by the avengers. the next issue was the avengers helping banner fuse back together to save his life, that's how weak he was.
so WWH wasnt that much stronger than Savage Hulk, he had some immunity against some attacks that Savage didnt have but over all he was the same in terms of fighting and power level.
not talking much on the separation from Bruce Banner.
In WWH, Hulk destroyed Wolverine, and basically, all the line-ups ever of the X-Men. Savage Hulk beat (but struggle a bit) against Wolverine. The Green Scar also beat the shit out of Ben, etc... And he held a planet together at the end of Planet Hulk.
Savage Hulk has been around longer, so of course he'll have more high-end feats.
Green Scar still held a planet together, still tore up mountain ranges and flung them about, he survived wormholes and deep space unaided (even Surfer couldn't withstand the wormhole in to Sakaar, falling unconscious).
During WWH, he was attempting to minimise conflict and basically focussing on business. He bfr'd distractions and took out his enemies efficiently. There was no scope for showing off or doing high-end feats, until he had his WBH moment, and even then he wasn't actually fully releasing his powers as he was fighting to contain himself.
IIRC, during Hulk's adventures on Nightmare Island, Banner said that Savage Hulk was just Hulk in his infancy, that his powers and abilities were not that great back then and that he has now improved and grown stronger.
Neither has (as in possesses at any one moment in time) "infinite strength", but they can both keep growing stronger, though that doesn't make both incarnations the same strength.
WWH showed a much higher base level of power, Hulk was dismissing opponents without much effort. He also had far greater durability and his healing was accelerated.
he slowly started to power down, though he fought the aforementioned line-up of the avengers (including herculese, namor, and wonderman)...twice
he did almost manage to kill wonderman with one hand and batter the others + the army in that state. it took several issues to defeat a weakening hulk.
