Spin off of F4 after the movie..Surfer gets his board back at the end of the movie anyways..Leave the Fantastic 4 out of this completely.
Amp his powers and show us what he can really do..
Bring in Galactus, Thanos, Thor Hulk? Him and Thor Fight like Iron Man did at first.
Thanos or Galactus Shows up, three of them team up..
Or go back to his origions on Zen La, how he became the SS and what he had to do to save his home world as mentioned in Rise of the Silver Surfer. Show Galactus again..
Who knows the possibilities are endless.

Of course it would. If it doesn't take place on Earth, then they need to create entire landscapes and backgrounds via CGI. All of the characters, not being human, would need to be CGI generated. Hell, those suits they use nowadays so they can overlay CGI imaging on top of real actor movement, whatever that's called, is more expensive than straight CGI.
Oh and yes, movies get shot down all the time for being too expensive. You just don't know about them because they don't get made. James Cameron was pushing the Avatar script for twenty years before it got made because of production costs. If you look at the biggest budget films ever made, they have a tendency to fail more often than lower budget films and studios just aren't willing to take those risks.

I remember reading an article back then about an SS movie, but that it wasn't being seriously pursued because they didn't like the fx at the time: it was too silly or cartoonish looking.
I thought it worked out pretty well with Final Fantasy. It may be that the Surfer is such a larger-than-life character even in appearance, that total CGI may be the best way to go. I wasn't all that crazy about Doug Jones' rendition, once the sheer novelty, after waiting 27 years, wore off.
