The City is controlled by a central AI which Reed simply designates as "City".

Despite all the bad Maker has done in the past, he can also do a LOT of good for the world. After being freed from his prison during the final arc of Ultimate Comics: The Ultimates, for example, Maker vowed to enact changes that would not only ensure the longevity of the planet, but of the galaxy as a whole:
