Team Fury VS. Gotham City...
Bats has given up the fight against Gotham's villains. He decides to let outside parties handle the clean up of Gotham. He doesn't care whether the villains live or die anymore. He wants them out. He's selected a group of 5 Marvel Bad Asses to help cleanse Gotham. Can they do it? There given 3 years to significantly lower the crime rate. If they do, they'll be paid 100 million dollars each. If not, they'll only be paid 25 million dollars each.

Punisher
Elektra
Moon Knight
Can these 5 do it? Or do they die trying? They have 3 years to take out most of Gotham's super villains and significantly lower the crime rate.

They can kill, so they'll wipe out crime in gotham in about, uhh 3months or less.
BP and Nick Fury resources are too much for Gotham's criminals.

Give Punisher time, he'll do it all himself. The extra help at assasinations from Elektra, and the resources of SHIELD and Wakanda make it a speedy process. Moon Knight doesn't contribute as much.
