Plot Induced Stupidity (winning through artificial means other than their own powers) and Character Induced Stupidity (losing because you're a dumbass and don't use your powers correctly).

Yeah, Hal wins without those. A good GL, written correctly, can take down anyone in the JLA. Not easily, but they can do it.
