Quick characters vs. Slow characters

When quick characters fight slower characters, do they fight at normal speed or do they fight at their peak speed? For example when Superman was fighting Hulk, he managed to sock Hulk numerous times, but Hulk punched him a couple times. How did Hulk evn lay a finger on Superman?

No character uses their full potential, because then every feat would look absolutely amazing. They save that for cool storylines like when a character dies or something. If they used their potential, let's see for example...

GL can create practically anything out of his ring. He fights a villain, creates a nuclear bomb and a protective shield, blows it up, kills the villain and protects himself. End of that villain.

Superman has flight, super strength, invulnerability, blah blah blah. What does he do to Metallo? Flies immediately towards him and tosses him into the sun. The end of Metallo.

It would be boring, issues would last a quarter of a page.

I'd think that by moving slower Superman he uses less energy and could put more power and accuracy into his attacks.... against the likes of Hulk or Doomsday really fast light punches don't really do anything.... but as a side-effect he opens himself up to taking more damage

(just a theory... might explain it though)

Superman could be punching Hulk at lightspeed not giving him the chance to heal
