Silver Surfer has some speed feats that you could argue show him as fast if not faster than the Flash, and well if you take away their speed and compare what other powers they have, its not exactly a hard match.

Silver Surfer is definitely going to win. There's nothing Flash can do in terms of physically hurting Silver Surfer, except upon entering the speed force. But the speed force is not exactly an instant achievement. By the time Flash is darting back and forth to do this, Silver Surfer will have already blown up the planet with ambient, concussive beams.
