Solomon Grundy
Is Solomon Grundy the strongest DC character in terms of raw brute strength? In his peak showings he has accomplished feats no one else has. He was able to one punch PC Supes and on more than one occasion soloed an extended roster of the JSA.
He was around before the Hulk and really shold have "the strongest one there is schtick." It's tow bad DC doesn't use him more often. He could be used in the role as the misunderstood monster that entire teams have to handle from time to time.

A monkey also once got the better of PC Supes. He was very inconsistent.
Superman/WW have moved the moon. In post-crisis DC, I can't think of anything that can compete with that.
