Go to your Control Panel, it's titled Speech.
(that's assuming you have your control panel set to classic view, which is the only way I can find anything)

Or its under "Sounds, Speech and Audio Devices" on "Cetegory View", which I don't find that hard to navigate as people make it out to be.
