Very close.
Solar pretty much accomplished the same feats as Extant...
I'd probably give the slight edge to Extant though, [mainly due to the whole "Worlogog making you omniscient" thing].

In terms of raw power, I see Solar as Extant's superior. Not by much, but enough to say he's the more powerful of the two.
But Cosmic Extant = near the same power-wise, and omniscient to boot... That's more than enough to sway things in his favor, imo.
