Your wrong, in the KOTOR comics he is clearly a representative on both the lesser Dantooine council and the High Council on Coruscant moreover, he and Vrook seem to be the most prominent members of the council. Also he seems to have a lot of sway as his visions of the Sith during the time of the Mandalorian Wars stopped any official Jedi involvement in the war according to NEC.
