Is the head watcher "the one" a proemial god?

In the picture that shows the proemials that existed in the very beginning of the universe, the one of the far left clearly looks like a watcher. It has been said that the Watchers feed data to "the one".

Is this the one, the one called Antiphon?

Antiphon is rumored to be the progenitor of the Watchers.

Antiphon's been dead for eons.

On this page it mentions Antiphon as the first watcher (who later died) and Brio as the first Celestial.

Right.

Antiphon is said to have spawned the Watchers (He being the first)
