Realising they were in over their heads and not wanting any more loved ones to be in danger, rather than contact Cody and Guy, Mayor Haggar sends out an S.O.S to any crazy fighter out there.
A few hours later Billy and Jimmy are at the mayors door readdy to polish some Mad Gear Gangs' teeth...with their fists.
