I think Bullseye, Punisher, Deadpool and Sabretooth would definitely be up there in terms of assassination skills and techniques. However I think the no. 1 space would go to Wolverine. He's called the best there is at what he does for a reason....
To be fair Elektra has only messed up around six or seven assassination attempts (Foggy Nelson, Daredevil twice, Wolverine and a couple of others) in her whole career, which is practically nothing
these tiers threads are getting a bit much. Assassins now? Is this really going to be terribly different than the MA thread? And yes, I realize there'll be changes, but enough to warrant a thread?
