Each of the following characters is assigned to keep Namor from getting to the water; it has been 30 minutes since his last dip, and these characters must keeping him from reaching the water again. The "contest" takes place on a beach, and Namor starts off 20 feet from the water's edge. Each character must keep him away for 1 hour, and can use any standard tech at their disposal in addition to fighting him. In addition, each character gets a half hour of prep before meeting Namor. Who can hold him off for the 60 minutes, and who cannot? In addition, who could hold him off the longest?

But, without flying, I don't see a way for him to get by the characters, minus Reed. He could probably throw some sand at Apoc and make him turtle though, but meh.
Doom creates a device that turns all of the water on earth into wine, and then after winning the challenge, goes and proclaims he's the second coming of Jesus to try to take over the world
