How? Well, by rubbing his hands together fast enough, which builds up a staticelectric charge and then punching H/P DD in the face. At the same time he uses his HV while whistling the tune from Dallas. The intertwining frequences of the staticelectricity, thermo electricity and auditory resonances serve to create a reverse-molecular effect in DD's subatomic structure, thus transforming him into a puddle of jello.

That, or... He uses a 'super-shove' to send DD hurling through the timestream.
