Magneto wins. Magneto has a much higher power level than Sinister. Sinister does however have complete control of his body on the cellular and molecular level and is a master of mutant genetics. However, this still does not matter because Magneto's strength and power are almost limitless as he can draw energy from the electromagnetic spectrum, of which he has complete control. Magneto could almost easily rip Sinister in half or to pieces, which would easily kill him. Then Magneto would find his other clone bodies and do the same thing. Especially if Magneto knew that Sinister collaborated with the Nazis during World War II.
Even if Sinister has prep, Magneto should still win because Sinister would most likely use a technological device or a machine to try to nullify or turn off Magneto's powers. However, Magneto would detect that a machine or device was functioning/operating and he would either destroy it and kill Sinister or use it to his own benefit. Magneto can easily defend himself from Sinister's telekinesis and telepathy. Magneto is also a brilliant scientist. Sinister can not heal after Magneto rips him apart because he would be dead.
* straight-up fight, Magneto wins but not easily, although he can kill Mr. Sinister if he was in a killing mode, like when he ripped Apocalypse in half in AOA...
* in a battle of schemes, i'd say it's kinda draw, both are genius...
