I would say Goku, but it's not as one-sided as people seem to think.
Speed is arguable, actually, as quantifiable speed feats for both sides are hard to come back. Both of them are much, much faster than sound. Problem is, Goku can fly, and Kyo can't.
Kyo has some techniques that could **** Goku up if he got them in, but if Goku is smart, he won't let that happen. Goku can fly out of range and spam ki blasts, Kyo won't be able to survive (unless you use the no-limits fallacy of Genbu, but AFAIK it hasn't taken anything on the level of what Goku can casually dish out).
Goku would win.
