I'm quite certain that zatanna was able to beat zor [during seven soldiers iirc.] that said, I can't imagine him fairing well against one of the most powerful beings in DC.
Well it says enough that he was part of a group of seven that failed to beat the Seven Soldiers of Victory which is enough to understand that he stands no chance here.
