Both characters get one copy of every weapon from their games available to them at peak condition with
1000 machine gun bullets per machine gun,
500 bullets per sidearm,
300 sniper bullets,
300 shotgun shells,
75 missiles,
50 grenades,
50 plasma grenades (LW only)
100 alien power cells (LW only)
1000 MF Cells (LW only)
500 SE Cells (LW only)
35 mines (LW only),
24 mini-nukes (LW only)
The Lone Wander is at his/her peak. Meaning 100 in every skill, 10 in every SPECIAL, 85 damage reduction, the best perks for combat (ex: Better Criticals, Survival Guru, Almost Perfect), 300 stimpaks and 50 of each drug, and is not overburdened due to the weight of items (can hold infinite items without)
VATS is disabled for LW to make it fair
The twist is Niko gets to use his cellphone cheats, and The Lone Wander gets to exploit Fallout 3 glitches (ex: Chinese Stealth Armor Infinite Hat Glitch).

Lone Wanderer obviously. Mini Nukes, Plasma Rifles, Mines. Sure, Niko can spawn a few cars or give himself body armor and health, but one grenade or mini nuke is all it takes from the Lone Wanderer.
