They were gathered by an Atlantean sorceress, Gamemnae, the one on the left, who had very powerful magic. Likewise Rama Khan, who was linked to his homeland and thus controlled great magic through it's soil, very strong earth-powers (his descendant would later fight the JLA with the same powers. So he's herald-level).
The third magic user of the group, Manitou Raven (who later joined the JLA), was actually looked down upon by Gamemnae magic-wise a bit, and he was a serious power house who's arguably low-herald level himself, especially with prep.
Upper left, there's the Anointed One, a Jewish alien, of possibly prehistoric krypton origin (he was supposed to resemble a spikeless doomsday). He had a sonic attack, and went toe-to-toe with Superman.
Upper right, the Aztek Tezumak. Enchanted power armor user thanks to his natural affinity for tech. Notably was able to fire darts with such accuracy he could hit the flash, as well as being pretty darn tough (Plastic Man couldn't hurt him form the outside).
Sela, basically an amazon warrior type, mystic brick.
And finally there's the Whaler, who controls the 'northern lights,' energy attacks he can throw around (like, clouds of energy rather than beams) with enough power to fight a GL and it was hard for Kyle to block his attacks at all.
They were roughly equivalent to, and did in fact beat, the JLA big 7. In the big 7's defense, they lost Flash before the fight and inflicted some casualties, but still, major powerhouse team with really significant magic mojo.
