Floyd has thermo in his scope, ash shouldn't be all that much of a handicap.

Pre Boot: Shiva wins.

DCnU: Floyd wins via Shiva have only one appearance that isn't spectacular.

Id say Floyd pre-boot or DCnU. Hes hit faster. Chances of evading all his shots is slim to none, even for those who frequently dodge/deflect bullets.

It should be noted that Shiva's fought for decades as an assassin and fought plenty of high-end gunslingers (including David Cain), and the first time she was ever shot was Blackest Night.

And she doesn't have to avoid all his shots, just long enough to get into HtH. Heck, even a non-fatal shot or two won't stop her.
