That's Merlyn, years after disconnecting to the power source that made him uber.
But that's still nonsense what Betsy did.
Earlier in that arc (Die by the Sword) MJJ blasted Merlyn
and left a hole that took out his torso.
Merlyn stood there as if nothing had happened and one panel later,
he was reformed as if nothing had happened.
Then Betsy kicks his ass a few issues later. (hand to hand no less) 
Anyway ...
Although martrix/Merlyn's done more, and has demonstrated more power,
theoretically they should be equals.
Havok was basically merged to the same type of power source as Merlyn. (an omniversal Nexus)
