Superior has a spider sense, Scarlet doesn't. And Superior is probably more ruthless than Scarlet Spider.

Superior has bone to pick considering Kaine killed him(otto) in the past. He'd go straight for the kill so i think he'll have the ruthless edge here perhaps.
Pete's beaten Kaine already. Then he beat an upgraded version of him during spider island. So yeah, Otto. Although, now that Spock has erased all of Pete's memories he might not have access to the kung fu skills.
