if i recall correctly, the doctor has casually created a universe, flooded italy, ripped a kids consciousness and soul from his body, frozen time and has a large plethora of matter transmutation feats. hell i think he even brought back jenny sparks from the dead, he was really ****ing uber in the authority series and has some of the best transmutation feats in comics, not in terms of scale but creativity. i mean come on

The Doctors feats don't exceed a normal 30th century Mordru and Black witch beat an amped one. Well her becoming Black witch was the culmination of her beating him.
So let's look at Mordru's other "amped" feats
Absorbing with Glorith half the power of Infinite man ( DC knock off of Eternity being the living embodiment of time and space). It was stated by Brainy that at the time Mordru could have destroyed the universe in 5 seconds. That was when he absorbed half the universe's power. When WW became BW she did so by absorbing Mordru's power AFTER he had absorbed ALL the magic in the universe.
The Doctpr has a greater Volume of feats, Absolutely. Black witch hasn't appeared anywhere near as much. But Better feats he does not and those shown in scans are a definitely not enough to take down Black Witch.
Is what the Doctor does actually magic? I havent read Authority in well over a decade, but i thought it was some high concept double talk that just resembled magic.
I thought he was magically and spiritually connected to all the other previous Doctors that have existed, and he has all of their knowledge, wisdom, and skills, etc.
That seems right, but something's nagging me thats its not straight up magic. I'll get around to checking eventually.

There isn't really an answer that will fully satisfy your inquiry, imo. Doesn't mean an argument can't be made either way. It can. But that's kinda the point. Someone can flood their response with feats that make it seem like he's doing a nigh-scientific manipulation of matter, time, etc. Or numerous others where he thinks of something and casually manipulates souls, essences, thoughts, etc. with no real explanation or understanding of the underlying mechanics of it. Even in his more mechanical transmutation feats, he can just think of something and it happens. So he's not Firestorm, having to map the molecular structure (though he can if needed). But he's not Strange, waving his arms and saying an ancient phrase. He's attuned to spiritual entities through mystical means, and can dissect an atom according to complex mathematical theories. So...make of that what you will.
Three words was all it took to take the power of all the magic in the universe. She can just as easily sense scientific energy so theres a good chance she will take what ever power the doctor has to fight him
I think bb is the only one with a real opinion on the fight here. I enjoy disambiguating stuff about The Doctor - he's still one of my faves - but I really don't know BW.
@riv, describing it as magic is fine. Like I said, there's a case to be made. But there are also times where he talks about something being so far below molecular that he'll need days to work out a counter. So it's not just reality manipulation or something obviously magical at all times.
