Gog. IMHO, the combined power of the Quintessence (which Gog had) > the PF.

hmm, not sure about that but maybe. pf is def a universal level force. depends a little on showings you put stock in i guess, but i think i'd take the pf, at least at its highest depicted levels.

Keep in mind the Phantom Stranger is a member of the Quintessence. When he's serious, he can throw down with the Spectre. The Presence itself had to step in and stop the fight or reality was going to suffer some major collateral damage.

It's only because of PS' power that I put the Quintessence above the full PF.

P5 for me. I wouldn't place too much stock in how well another character does against the Spectre because the Spectre varies in power depending on edict, level of threat, or how much power the power behind him is willing to give etc. Gog may not have fought the Spectre that is capable of equaling the LT both in stature, and authority for example. The Phoenix at average power levels is capable of devouring entire solar systems, so Gog may be able to knock off a couple of team P5 members, but that would only mean that the remaining members would receive a decent buff. Also being able to manipulate the PF doesn't mean that a character is as powerful as the totality of the power that they're manipulating.

You're thinking of N52 Stranger. Pre-FP Stranger was considerably below the Spectre, that was made clear several times. DoV, The first Spectre/Eclipso wrath of god arc, Blackest Night; all established that. He had a few cool feats pre-FP but non of them on the same level as N52.

The Quintessence however have been called as having a higher authority than the Spectre, though.

The Phantom Stranger didn't actually imbue Gog with any power. It was only the other four that did:

Shazam: "His journey shall require a map. Within this scroll, we four place the details of every event that led to Kansas' destruction...and the power to change those events...and change the world"

Phantom Stranger: "And I? What shall my role be?

Not so fast...

Not only does he have the combined "emerald energy of the Guardians of the Universe...the Cosmic Power of the Source...and the magical might of Zeus and Shazam combined"
http://imgur.com/yVewDkj

But their combined power unwittingly gave Gog access to anther power beyond even theirs
http://imgur.com/uuFl8Ex

With all that power he accidentally breached the walls of Hypertime itself
http://imgur.com/w52IP2b

Punched a hole in Mxy and sent him running
http://imgur.com/VBFqt6M

He's a bonafide top tier power absorber
http://imgur.com/Oe5m19v

And he's been taking power from each of the thousands of Supermen that he murdered - a trick he bled out of Amazo 2025 (so he also beat Amazo)
http://imgur.com/6WIg20a

and on top of all that he has greater than nanosecond speed

No. He returned to the 5th dimension, and has been seen many times since.
