Sabers only
1. Strongest person Mara can defeat for a good majority (7/10+).
2. Weakest person that can defeat Mara for a good majority (7/10+).

Force only
1. Strongest person that is still inferior to Mara in Force power and mastery.
2. Weakest person that is superior to Mara in Force.

Bonus
1. Strongest person Mara can defeat with 1 week of prep and access to all military tech.

Prime Mara Jade in her top shape, of course.

in terms of all around combat capability, i would put her above most jedi aside the very top tier jedi, which would naturally include luke and yoda. impo i would say the only one better than her would be luke as far as the NJO jedi is concerned.
