The Emperor/Sidious theme is my fav followed by Imperial March then its a tie between battle of heroes and duel of the fates; gotta send a shout out to the opening crawl theme as well, shit send shivers up my spine every time
AotC has some nice renditions of Duel of the Fates and the Imperial March, but yeah, Across the Stars is amazing. Personally, I think it's better than either of the first two.

I wouldn't call any of William's soundtracks mediocre. TPM had quite a few other great new tracks such as the Trade Federation theme or the Flag Parade (which play before the podrace). AotC, which is easily Williams weakest both in terms of new themes and reusing old ones, also creates the theme that play during the Jedi Temple March though it does not appear in the film but rather only on the soundtrack (the track is called the Arena).
