Haven't done a thread in awhile but one i read earlier had me thinking. Who has the worst or saddest line-up of rogues? And to caveat whose gallery is the most underrated?

I think Wonder Woman is cursed with having some real stinkers, but the core four, as in Cheetah, Giganta, Circe And Ares are a good quartet.
