Depends heavily where you draw that line.
Like definitionally Surfer should be top guy as anyone above him is above the top Herald.
Probably Surfer, Superman, Shazam, Thor and either Manhunter or Hulk in the last spot.

Not much to argue with here. If I was splittimg hairs I might say I'd put Orion above Hal, but that's more due to pre flashpoint astroforce feats that he rarely if ever uses.

I know my view of what a Herald is is quite different from standard KMC views, but I have personally always been unable to consider someone limited to Earth as a Herald. I still maintain the origin meaning of a Herald of Galactus, able to scour the universe for planets for Big G to consume.
Yeah, current meaning of Herald is different, but I’ve never been able to consider someone who can only leap from one place to the other as a Herald.
So, even though characters like the Hulk may count as heralds for debates, I have always considered such characters too limited. All he can do is smash things with his fists, when really really angry radiate energy all around him, heal injuries, have the same skin color as your average leaf, and jump around.
