Interesting match WM. Short answer. Jean Grey wins. The Phoenix is multi-universal in scale. Lilith operates within a magical/dimensional range—powerful, yes, but nowhere near cosmic entity levels.
Reasons
Jean, especially with the Phoenix, is immune to most forms of corruption. Her mind is sharper, faster, and more expansive than even some of Marvel’s strongest telepaths as well.
Final Verdict:
Jean Grey as the Phoenix wins 9/10, maybe 10/10.
She outclasses Lilith in scale, speed, scope, and power versatility.
The only shot Lilith has is ambush and corruption in her domain, and even then, the Phoenix Force is too pure and vast to be bound by demon tricks.
