Who create the multiverse?
did any marvel characters create the multiverse??...Living Tribunal?

Living Tribunal looks over the Multiverse. LT actually answers to "One Above All" so I think it's safe to conclude that it was what created the multiverse. Basically God.

In DC/Vertigo, God created the multiverse (all of creation). But now in DC/Vertigo, God is dead, and lucifer created a gateway to outside of the multiverse and all of creation. Lucifer Created the gateway, although it was Michael that created all of the matter and energy in that multiverse (which was created and shaped by lucifer). Although Lucifer created the 2nd multiverse, he does not rule over it, as he insisted that everyone in it should never worship anybody else
