I'd say Raven. Spawn's no pushover, but I think she has more experience with her powers.
For example, Spawn fires his chains, Raven uses her powers to take control of them and turn them against Spawn.

I admit my knowledge of Spawn is limited to the movie version. I thought that his only powers were to shape his armour into weapons (chains, blades etc), or to camouflage himself.
True, he did wipe out the Hellspawn army, but I thought that was just because he was meant to lead them, so he had power over them.
Does he have other powers in the comics?
