Dr. Doom without prep carries on him a gazillion built-in lazer thingies, a force field, has mystical powers, augmented strength, some sort of jet apparatus and a brilliant mind.

Although it depends what "no prep" actually means... if they're both sleeping in their pajamas and they're teleported into the same room together, than Norman would still have his enhanced strangth...
Then again, Dr. Doom's pajamas probably augment his strength and come with a grenade launcher...
Then again, they might not...
Norman might sleep in costume, he's silly like that...
But "no prep" might catch him at a time when he's still going through amnesia or recovering from glider impaledness...
