if its savage hulk then he wins.....radioactive man has a limit to how much radiation he can absorb, so his best chance against hulk would be his force-fields, and energy blasts.....but even with those he cant take down hulk

yes, but only up to a certain ammount, and though it might momentarily stun savage hulk he could not drain him to the point where hulk lost all his energy
