You can't read can you. Here he doesn't have water of life, only the power cosmic. Because with the Water Of Life and power cosmic together he owned all of the heralds and Galactus had to take the Power Cosmic away to fair up the fight. If the thread starter says Morg does not have WOL then he does not.

Morg wins. He's gonna cut right through Hal's shields and pound him into the dirt. Green Lanterns are very overrated here, high end Heralds like Morg, Surfer, and Firelord are typically above GL's.
