The PS is an Uber Abstract, He is above the lords of orders and chaos. The Spectre sometimes refered to him as the Messanger of the Voice. The PS is one of seven beings above spectre judgement. The other six include beings like michael, lucifer, the word,etc. so the spectre not having enough power to kill the Phantom Stranger does not take anything away from him still be nign omnipotent. you really don't think that thanos can defeat Nabu, the spectre or the PS.
