Been covered already, and Xel'lotath wins. Hell, I'd go so far as to say "God" being resurrected was all part of Xel'lotath's plans, but as much of a Magnificent Bastard as she is, that really seems more like Mantorok's style of play.

The God has created multiple worlds, took immortality away from the humans and turned them mortal (that's found in a memo in SH3), and can make people lose their sanity as well.

Silent Hill's god has to work to do things Xel'Lotath does passively without ever being in the same dimension as her victims.
