Wanna point fingers as to who was responsible for Raccoon City becoming a zombie buffet?

Most of the blame falls on the shoulders of one William Birkin.

Husband to Annette, father to Sherry (bad Gladiator reference), this mad virologist and friend to Albert Wesker discovered the Nemesis and the G-virus inside the body of the mutated Lisa Trevor.

But Billy is most famous is what he became after he injected himself with a hidden G-virus sample after being mortally wounded by HUNK and his trigger-happy cronies.

Why should we respect him? Because he is one of the driving forces behind the Resident Evil storyline and his G forms are tough mofos to fight against.

Birkin's transformations are as follows:

G-Type I - William's first form kept most of his human features. His upper torso increased in muscle mass and his right arm became disproportionately large, muscular and clawed. The shoulder had a giant eye.

G-Type II - William's second form strayed further away from human form. The eye on William's shoulder became larger and more prominent. His human face and part of his arm shifted to the creature's left side. The right arm became even larger and giant talons sprouted from his right hand.

G-Type III - William's third form had all but lost human features. William's original face was visibly fading away into the creature's abdomen. The creature's left hand now had talons like those of the right. William had sprouted two smaller fully functional arms that also possess talons. The creature had also begun to develop an eye on its thigh. I feel sorry for Annette (kinda) when Will slashes the crap out of her in Claire's A scenario.

G-Type IV - William's fourth form had him on all fours. The creature's head had elongated to accommodate a circular mouth surrounded by row upon row of spike-like teeth. This form is extremely agile and is capable of leaping and moving at great speeds.

G-Type V - William's fifth stage was a shapeless blob of flesh, tentacles, spikes, organs and appendages. This creature had a mouth surrounded by rows of spike-like teeth. William's fifth and final form had nearly liquid-like properties and the entire area of its face is razor-sharp teeth. In this stage, William also had tentacles that can be used to grab and draw in prey.
